HB 472 Carry Loaded Concealed without a "Permit": Provides that an individual who is 21 years or older, and may lawfully possess afirearm, may carry a concealed firearm in a public area without a permit.  Like previous years where gun owners were teased with permitless carry protections that never materialized, this year's dangling carrot was only INTRODUCED on March 4.  The session ends on March 12.  In other words, the sponsor, Walt Brooks, had no intention of pushing it. DEAD.

HB 3009

Threat Briefing
Forced Vaccinations by Local Tyrants!  In addition to leaving current bureaucratic powers of local health departments intact, it creates and expands sweeping new statutory powers that can be exercised by any county or municipal regime.

Under the new term "local orders of constraint," a mayor, or even an unelected city manager, could order Citizens to be forcibly vaccinated, medicated, incarcerated, have their firearms seized, and their other property stolen.

Current statutory religious exemptions, firearms exemptions, or requirements that public hearings and/or judicial review be conducted, would NOT apply.

HB 3009 also empowers local "heath" departments to issue "civil" fines related to these new, sweeping powers, to punish those who refuse to bow down to their unconscionable abuses — again without meaningful due process protections.

HB 73 Jail Time for Unknowingly and Unintentionally "Interfering" with State Agents: Provides that nearly anything could be considered "intereference" and "obstruction" of a "public servant," punishable by imprisonment and fines.  Line 32 also strikes the essential language that such behavior be done "knowingly" and "intentionally."  Someone who doesn't even COMPREHEND that he/she is "interfering" or "obstructing" would be "guilty." And if in possession of a firearm, additional charges could theoretically be added (i.e. a "crime" committed with a dangerous weapon). There would be a "chilling effect" on gun owners who might have a duty to NON-VIOLENTLY refuse to cooperate with unjust, inappropriate police behaviors. ENACTED.

Threat Briefing
Veteran Disarmament Courts: Expands "veterans courts" enacted by SB 214 in 2015.  These Kangaroo Courts mirror Obama-era "drug courts" and their purpose is to disarm Utah veterans. Court dictators (aka "judges") become glorified social workers, who force "collaboration" between prosecution teams, defense counsels, state agencies, and federal agencies.  See Threat Briefing. HB 229 Violent Gun Confiscation from Innocent Gun Owners: Empowers a jury-less court dictator (aka "judge") to confiscate firearms from innocent owners based upon frivolous charges, and without any meaningful due process protections.  This bill is an exapansion of HB 50 enacted in 2013. DEAD.

Threat Briefing
Elitist GOP Deep State Declares Open Season on Homeless Gun Owners: Originally categorized as a "Good" bill, recent amendments by gun control zealot Paul Ray allow state and local agencies and government entities to prohibit homeless gun owners from defending themselves inside government homeless shelters.  All possession could be banned without requiring so much as a secure storage locker (see amended lines 87a-87f).  Also, state agents would be immune from lawsuit or liability if they knowingly and willfully violate the rights of gun owners (see amended lines 426-429).  Once again, a sickening double-standard is established.  On the one hand, gun owners are guilty of "criminal offenses" for unknowingly and unintentionally violating nearly any statute.  On the other hand, corrupt Statute Enforcement Agents (SEAs) can do whatever they want and violate statute whenever they wish.  Note: The Utah Shooting SPORTS Council supports this attack on gun owners, as do others. HJR 5 Trojan Horse to Destroy Home/Private Schooling: Alters Utah Constitution from, "...A public education system... shall be open to all children of the state...." to, "...A public education system... shall provide an ADEQUATE education to all children of the state...."  This change would empower government agents to seize control of home and private school education, which has traditionally served as a bastion of support for the right to keep and bear arms. DEAD.

SB 87 Government-Endorsed Theft of Firearms from Innocent Owners: Further empowers Statute Enforcement Agents ("SEAs") to accept and retain firearms stolen from innocent gun owners, without any meaningful due process protections. This bill is an expansion of HB 121 enacted in 2013Note: The Utah Shooting SPORTS Council is "neutral" on this gun control bill.  Defending Utah has conducted a radio program describing and denouncing SB 87. DEAD.

SB 173 Serious Jail Time for Bothering Your Masters: If gun owners "disrupt" or "disturb" legislative meetings, they could land in prison. These terms are not defined.  Will, for example, gun owners who defy current statute against open carry without a holster or case now also be penalized for "disturbing" their precious political theater?  The third offense is a Class A Misdemeanor, punishable by up to 364 days in jail and a fine of as much as $2,500.  Can the third offense be consecutive?  Is a third offense the third time a legislator and/or Sergeant of Arms tells you you're a bother?  No definition is provided. ENACTED.

HB 6 Continue Funding "Permit" Attack on Natural Right to Concealed Carry: Squanders $3,524,700 in tax dollars for "Concealed Weapons Account," which includes unjust, offensive concealed carry government "permit" program.  Meanwhile, violent criminals carry knives and loaded firearms concealed ANY TIME THEY CHOOSE.  Carrying your firearm — concealed or openly — is your right, NOT a bureaucrat-sanctioned privilege. ENACTED.

HB 8 Unjust Taxes on Firearms: Reauthorizes taxes (aka "fees") for regime "services" that violate natural rights, including "Firearm Transaction (Brady Check)," "Concealed Firearm Permit Instructor Registration", and "Concealed weapons permit renewal Utah Interactive Convenience Fee." ENACTED.

HB 102 Triggered Regime Snowflakes Feel Threatened: Any person "who sends or causes to be sent any form of communication to a judge, law enforcement officer, investigator, public servant, or prosecuting attorney that is THREATENING or designed to interfere with or impede the investigation, prosecution, conviction, or punishment of an individual..." is .  What does "threatening" mean?  Whatever the state wants it to mean. HB 171 Point Your Finger-Gun in School & Go to Jail: Would criminalize, with serious potential jail time and other punishment , ANY "threat" of "bodily injury" (not defined), whether real or a "hoax" (not defined) that "disrupt[s]... school" in any way.  Draw a picture of a gun, and a young person's innocent life could be over. Note: The Utah Shooting SPORTS Council supports this attack on gun owners. ENACTED.

HB 197S1 Bureaucratic Jury-less Penalties that Exclusively Discriminate Against Innocent Gun Owners: Allows jury-less courts and bureaucratic agencies to prohibit issuance of a license, permit, or tag related to fishing or hunting if an individual is deemed "delinquent" in paying child support.  Utah courts do NOT provide meaningful due process (i.e. an informed jury trial) in assessing child support fees.  This bill also EXCLUSIVELY discriminates against gun owners. It does NOT, for example, prevent "progressives" from purchasing tickets to see tax-subsidized operas, planetariums, government gyms, etc., if they are behind on their child support. Note: The Utah Shooting SPORTS Council supports this attack on gun owners. ENACTED.

HB 267 Self-incrimination for Refusal to Surrender Firearms: Forces those convicted of NON-VIOLENT "offenses," who are ordered to surrender their firearms, to sign a self-incriminating confessional that he/she has surrendered all firearms, and is guilty of additional crimes if he/she is ever caught with firearms in his/her possession.  See the "HB 100: Veteran Disarmament Courts" threat briefing, and also the 9/23/2019 alert, "Warning! HB 282 "Voluntarily" Open Unwary Gun Owners to Incredible Scrutiny & Harassment: Creates a "voluntary process for a person to restrict their ability to purchase a firearm" that involves Statue Enforcement Agents (SEAs, aka "police") and the Utah Bureau of Criminal Identification.  The opportunities for abuse are legion, including injustice court dictators (aka "judges") who will coerce, threaten, and intimidate innocent gun owners into "volunteering." ENACTED.

SB 33 Big Brother Must Always Track Your Private Firearms: Makes it a third degree felony to alter or remove identifying marks on a firearm or be in possession of a firearm on which the identifying marks have been removed or altered.  Modern police already have ballistics to match bullets to perpetrators.  Notes: Utah Shooting SPORTS Council recommends "study" Utah Carry Laws is "neutral" on this gun control bill. SB 80 Encourage Radical Board of Regents to Push for More Gun Control on College Campuses: Rather than fire the grossly incompetent, offensive, radical gun control bureaucrats at the "State Board of Regents," this bill requires them to, "coordinate with government and community organizations to study and make recommendations for providing public safety services on college and university campuses; and present a final report of the study and recommendations."  Guess which community organizations they will collaborate with, and what recommendations their "study" will make?  Only in Utah.... HB 109 Requiring Federal Regime Permission to Transfer Private Firearms": This bill would empower federal agents to micro-manage all private firearm sales.  Some have referred to it as "universal background checks. HB 115 Absurd Liability to Gun Owners for Lending Firearms to Others": This bill is designed to scare gun owners away from lending their firearms to people who may desperately need them. It makes the gun owner ridiculously liable for just about anything the recipient might possibly do.  Lines 30 and 33 also define minors as automatically "unfit" to lend firearms to. HB 136 Criminalize Firearm Access for Parents/Guardians & Other Innocent Gun Owners": This bill criminalizes firearm storage where a minor or "person legally restricted from possessing a firearm" may access them, and criminalizes firearm dealers who refuse to post a written notice of possible prosecution for violating this new statute. "Ugly" Bills

Description: Poorly-written bills that masquerade as positive improvements, and that harmfully distract and divert the attention and efforts of gun owners.

Did anyone ever take you on a snipe hunt as a child, chasing after an imaginary and ever-elusive target you could never find? It is a timeless and effective tactic of professional manipulators to send well-intentioned citizens on snipe hunts as a diversion.

The justifiable emotion and energy of the citizen regarding an issue of importance is captured and applied to a task that can't or won't be accomplished — or is useless in its effect.  The status quo is thereby preserved and injustice is advanced. "Reload" this page to see latest information.

HB 149 Force Property Owners to Allow Firearms: Prohibits a residential property management authority from restricting a resident's ability to carry or possess firearms in non-common areas.  It is of no effect if the resident must cross common areas to get to the areas over which he has exclusive control.  The bill wrongfully infringes on private property rights.  A legitimate bill would significantly increase property owner liability for any harm resulting from a resident's inability to fully defend him/her self.  Notes: The Utah Shooting SPORTS Council supports this bill.  As does Utah Carry Laws. HB 316 Force Defendants to Sign Agreement to Disarm: Typical of Utah's gun control industry, rather than protect gun owners from unjust federal and state prosecution for numerous non-violent "offenses" that renders them a "restricted person", courts would force the defendant to sign an agreement that he will immediately surrender his firearms and remain defenseless.
