Alert for 11/4: Nationwide general elections will be held on November 8th (Tuesday). To assist voters in their efforts, UT Gun Rights has prepared the 2016 Utah Government Corruption Report.  This report assigns state house and senate statutators a rating based upon their political performance.

Alert for 8/24: Criminal illegal aliens, the vast majority of whom favor more gun control and candidates more openly devoted to the gun control agenda, continue to pour across Utah's welcoming borders.

Are Utahans helpless to curb the violent crime, disease, voter fraud, and other upheaval they bring in their wake?  Is Utah at the mercy of a depraved federal regime?

Alert for 4/26: Last Saturday, Republican state delegates voted to send Gary "BB Gun Background Checks" Herbert to a primary election on June 28th. Herbert managed to receive only 45 percent of the vote to relative political newcomer Jonathan Johnson's 55 percent. SB 88 (Gun Control by Bureaucrats) Awaiting Final House Vote
(Alert for 3/8): Senate Bill 88 reauthorizes numerous "administrative rules" created by bureaucrats (i.e. unelected officials) that have the same effect as state statute.  These include gun controls and other subversions of your natural rights. This bill is particularly significant in that it demonstrates the lackadaisical, lazy, and compliant nature of Utah's supposed "gun rights champions".  Rather than rein in the bureaucrats, they prefer to carte blanche approve their corruption.

SB 88 passed Wayne Niederhauser's senate, passed house bully Greg Hughes' hand-picked operations committee, and awaits a final vote on the house floor.  To read the threat briefing, click here.

HJR 8: Convention to Finish Destroying the U.S. Constitution
(Alert for 2/23): House Joint Resolution 8 calls for a convention of the states, with delegates likely apportioned and chosen by the corrupt federal congress.  These delegates could rewrite or abolish the U.S. constitution and its "Bill of Rights" to include the right to keep and bear arms. Convention decisions could be ratified by whoever and however the delegates choose; entirely bypassing the state legislatures if they desire.

HB 67 (Reduce Penalty for Firearms on Buses) Awaiting Final Senate Vote
(Alert for 2/18/16): HB 67 eliminates the third degree felony penalty for carrying a firearm on a bus without a government concealed carry "permit".  All other open or concealed carry statutory restrictions would still apply. UT Gun Rights supports this bill as a baby step in the right direction.

SB 43 (Forcing Gun Control Down Kids' Throats) Flies through Senate
(Alert for 2/16/16): Senate Bill 43 creates a pilot program to indoctrinate 8th grade government school students regarding "firearm safety and violence prevention", which is code for gun control.  The Utah attorney general's office will "collaborate" with the state board of education, both notorious gun control advocates, in unilaterially setting the curriculum and choosing the instructors.

SB 43 flew through the senate and is now in house bully Greg Niederhauser's hand-picked rules committee.  To read the SB 43 threat briefing, click here.

SB 97 (Carry "Unloaded" Firearms Concealed) Killed by Its Own Sponsor
(Alert for 2/11/16): Senate bully Wayne Niederhauser called SB 97 sponsor David Hinkins to a secret meeting.  Hinkins was pressured to abandon his bill and promptly killed it without a fight.  To see a briefing on SB 97, click here.

Policy Note: Because of the constant games being played year after year with bills like SB 97 that are only a marginal improvement over the status quo, UT Gun Rights will no longer consider permitless carry bills with an "unloaded" requirement to be "Good" bills.

While Herbert Swoons Over Obama & Signs Gun Control Bills, Kansas Enacts Permitless Concealed Carry
(Update 4/6/15): No, this is not a belated April Fools' joke.  On April 2, 2015, Utah's Executive Monarch Gary "BB Guns Background Check" Herbert spent some quality pandering time with notorious abuser of innocent gun owners, federal regime president Barack Obama.  As reported in the previous April 2 update, Herbert also just finished signing gun control and other unethical bills into statute.

Contrast Herbert's pandering to Obama and their shared gun control agenda with Kansas governor Sam Brownback, who, on April 3, 2015, signed SB 45 into statute.  SB 45 ends government attacks against innocent citizens who carry concealed loaded or unloaded without a government "permit". Meet the Two Bullies Who Are Stealing Your Rights
(Update for 3/10/15): In the final hours before the 2015 session ends at Midnight this Thursday (March 12), hundreds of bills most statutators have never read, let alone understand, will be passed in drone-like fashion.  Among these bills will be numerous attacks against your natural rights.

This will not happen by accident.  Two men, house speaker Greg Hughes and senate president Wayne Niederhauser, bully the entire statutarium (i.e. "legislature") and run roughshod over your elected officials.  They set the agenda and your statutators obediently follow it.

HJR 7: Convention to Finish Destroying the U.S. Constitution
(Alert for 3/5/15): HJR 7 calls for a convention of the states, with delegates likely chosen by the corrupt federal congress.  These delegates could rewrite or abolish the U.S. constitution and its "Bill of Rights" to include the right to keep and bear arms. Convention decisions could be ratified by whoever — and however — the delegates choose; entirely bypassing the state legislatures if they desire.

Good Bill Alert: SB 256 (Carry "Unloaded" Firearms Concealed) in Committee TOMORROW
(Alert for 3/2/15): SB 256 would "allow" adults (21 or older) to carry concealed firearms in an "unloaded" condition without a government concealed carry "permit".  Adults could possess concealed firearms in this "unloaded" condition in areas currently authorized to concealed carry government "permit" holders only (with the exclusion of any school or university grounds).

SB 256 is scheduled to be heard TOMORROW, March 3 (Tuesday), at 8:18 AM in room 415 of the state capitol by Wayne Niederhauser’s hand-picked senate government operations and political subdivisions committee.  For the meeting agenda and UT Gun Rights' full assessment of the bill, click here.

SB 214: Veteran Disarmament Courts
(Alert for 2/26/15): SB 214 establishes "veterans courts", modeled directly after Soviet-style "drug courts".  These Kangaroo Courts require court dictators (i.e. "judges"), prosecution teams, defense counsels, state agencies, and federal agencies, to closely "collaborate" and "cooperate" as glorified social workers with a political agenda.

As will be demonstrated, the ultimate aim of SB 214 is to further manipulate veterans, strip them of their rights and dignity, and prohibit them from keeping and bearing arms.  SB 214 unanimously passed Wayne Niederhauser's hand-picked committee and awaits senate floor action.  For more information, and to learn what you can do, click here.

Statutator Curtis Oda Collaborates with Gun Control Zealot Gary Herbert

Statutator Fred Cox Confirms Impact of Last Year's Trojan Horse (HB 276)
(Update for 2/10/15): House statutator Fred Cox has just confirmed what UT Gun Rights warned in its recent update, and in alerts last year. Referencing HB 276: "Violence Against Open Carry Gun Owners", Cox wrote in his "2015 Voter Questionnaire":

"What did pass in 2014 was a law to require individuals that do 'Open Carry', to have the firearm in a holster or case."

This is precisely the attack UT Gun Rights outlined.  Unholstered open carry gun owners will now be targeted for violent harassment and arrest.  Other gun owners will be at increased risk of abuse as well.  For more information, click here.

Last Year's Trojan Horse (HB 276) & Lessons for Utah Gun Owners

During last year's statutory session, UT Gun Rights warned that HB 276, "Violence Against Open Carry Gun Owners", would put open carry gun owners at significant risk.  Despite objections detailed in the threat briefing, HB 276 passed and was celebrated by various organizations as a "win" for Utah gun owners.  Unfortunately, gun owners were betrayed by these organizations — again.  The 2015 session starts today (January 26), and this article is designed to assist you in detecting future betrayals of your rights.  To read it, click here.

How Would an Ethical Government Operate? See UT Gun Rights' Affirmative Agenda

Alert for 1/13/15): Your right to keep and bear arms is better safeguarded when government officials and agents are tightly restrained by a framework of clear and ethical policies. These policies must reinforce due process for those accused of criminal activity, punish those who abuse power, and foster an attitude of respect toward you.

Majority of House & Senate Statutators Have No Opposition!
(Alert for 3/18/14): Many individuals will likely yet declare their candidacy, but as of this alert, 56 out of 104 house and senate statutators face NO OPPOSITION AT ALL.  The candidate filing deadline is THIS THURSDAY (March 20) by 5pm. Bad Bill Alert! HB 276: Violence Against Open Carry Gun Owners Passes House!
(Alert for 3/11/14): Did you (or a friend) strap on a rifle for a rally/hearing, or to sell outside a gun show?  If HB 276 passes, unholstered open carry gun owners will be targeted for violent harassment and arrest.  Other gun owners will be at increased risk of abuse as well. Unfortunately, "gun rights" groups like the Utah Shooting Sports Council (USSC) and the National Rifle Association (NRA) are supporting this gun control bill.  According to USSC's recent public statements, you should base your position on HB 276 solely by trusting their (and supposedly the NRA's) attorneys. HB 276 passed House Monarchess Rebecca Lockhart's hand-picked committee, passed the house final floor vote (54-17-4), and is currently in Senate Monarch's hand-picked rules committee, awaiting senate floor action.  To learn more, click here.

Bad Bill Alert! HB 134 S1: Gun Safe Registration and Anti-Gun Propaganda Distribution
(Alert for 3/6/14):This bill would utilize the government's concealed carry "permit" extortion process to offer perverse financial incentives to businesses that sell gun safes. It would also appropriate tax monies to notoriously anti-gun bureaucracies for dubious "gun safety" programs, and create a de facto gun safe registration program for those who foolishly participate. HB 134 S1 was unanimously approved by House Monarchess Rebecca Lockhart's hand-picked health and human services committee and is currently in the rules committee awaiting potential floor action. Bad Bill Alert! HB 303 S1: Arrest and Jail Innocent Vehicle Drivers
(Alert for 2/27/14): HB 303 S1 grants new police power to profile, molest, arrest, and prosecute innocent drivers if they are suspected of "being impaired to the slightest degree".

Because it would dramatically expand the power of police to forcibly invade the persons and vehicles of gun owners to perform unjustified seizures and arrests, UT Gun Rights considers it a gun rights bill. To learn more about this imminent threat, click here.

Bad Bill Alert! SB 35: Gun Control By Bureaucrats
(Alert for 2/10/14): SB 35 reauthorizes numerous "administrative rules" created by unelected bureaucrats that have the same effect as state statute. These include gun controls and many other subversions of your natural rights.  This bill unanimously passed the senate (28-0-1) and will be heard TODAY (Monday, Feb. 10, 2014) in House Monarchess Rebecca Lockhart's hand-picked government operations committee, where it is expected to pass and move on toward a final vote in the house.  For more information, click here.

Good Bill Alert! HB 318: Restoring Jury Trials for Innocent Parents
(Alert for 2/10/14): This bill would allow parents, including gun owners, to request and receive a trial by jury prior to having their parental rights terminated. HB 318 is a first step toward restoring justice to Utah's corrupt courtrooms, and in providing substantive due process for innocent gun owners.  HB 318 is still stuck in House Monarchess Rebecca Lockhart's hand-picked rules committee.  To learn why this an important right to keep and bear arms issue, click here.

Good Bill Alert! HB 242: Freedom of Information Protection! (Alert for 2/3/14): Government entities currently abuse a loophole in Utah's Government Records Access and Management Act (GRAMA) to charge exorbitant fees for providing information to the public. Monarch Niederhauser Violates Your Senate Statutators! SLC Catholic Bishop John Wester Makes a Bee-Line for Gun Control! (Update for 12/20/13): John Wester, Bishop of the Catholic Diocese of Salt Lake City, along with his mysterious "we", places the lives of criminals ahead of the lives of innocents. Mayor & Police Chief Falsely List City Council in Letter Against HB 76 (Alert for 12/12/13): According to Syracuse City councilman Craig Johnson, mayor Jamie Nagle and police chief Garret Atkin, falsely listed the city council in their now-public letter of opposition to HB 76 S1 (Carry "Unloaded" Firearms Concealed), failed to even notify them of their actions, and opposed the council's intent to uphold the right to keep and bear arms.  How many other city councils were misrepresented? Why Did Utah's Sheriffs Oppose HB 76? Murray Chief Decries Societal Wolves While Disarming the Sheep (Update for 10/4/13):  Murray police chief Pete Fondaco has a credibility problem that weakens police-citizen relations.  On the one hand, he enjoys the benefits of citizens who pay his salary and allow him to carry a chambered and concealed firearm (again with their money).  On the other hand, he doesn't trust them to carry a concealed firearm unless a fellow bureaucrat authorizes it.  To learn more, click here.

Legislature Fails to Override HB 76 Veto: How Did this Happen? HB 268 S1: Attack on Utah's Open Carry!  (Alert for 3/14/13): Did you strap on an AR-15 for a recent rally or hearing?  If HB 268 S1 passes today, you may be harassed and arrested if you attempt to do so again. HB 268 S1, "Disorderly Bill Mess," is an attack on Utah's current open carry protections (as weak as they are), and makes current "disorderly conduct" statutes even less favorable toward gun owners. Gun Control Bills Await Final Senate Vote! (Alert for 3/12/13): The following gun control bills have passed the house and await a final vote on the senate floor:

HB 121, "Legalizing Theft of Firearms," creates a not-so-voluntary program that empowers cohabitants to whimsically turn in other cohabitants' firearms to police — for an unlimited period of time. To see our threat assessment and appropriate actions, click here.

HB 50, "Gun Owner Victimization Act," empowers a court dictator to issue a "dating violence protection order" that, "prohibit[s] the respondent [i.e. accused] from purchasing, using, or possessing a firearm or other weapon specified by the court."  To see our threat assessment and appropriate actions, click here.

HB 256, "Gun Control by Bureaucrats," reauthorizes numerous "administrative rules" created by unelected bureaucrats that have the same effect as state statute.  These include gun controls and many other affronts to your natural rights. HB 313: Reducing the Power of Court Dictators (Alert for 3/8): This bill would allow parents, including gun owners, to request and receive a trial by a jury of their peers PRIOR to having their parental rights terminated. UT Gun Rights strongly supports HB 313 as a first step in restoring justice to Utah courtrooms, and in providing substantive due process for innocent gun owners.  This bill is currently languishing in house monarchess Rebecca Lockhart's hand-picked house rules committee.  To see our assessment of HB 313 and appropriate actions you can take, click here.

SB 80: Kangaroo Courts for Accused Gun Owners (Alert for 3/6/13): The appeals process outlined by SB 80 adds insult to injury by empowering more court dictators to give the wink and nod to their abusive and almost-entirely unaccountable colleagues.  This bill has more in common with court system of the former Soviet Union, than it has with traditional standards of American jurisprudence.  To see our threat assessment of SB 80 and appropriate actions you can take at, click here.

HB 268 S1 Sponsor, Paul "Benedict Arnold" Ray, Shows True Allegiance (Alert for 3/5/13): We warned you that, contrary to the claims of some gun organizations, House Bill 268 S1 is a gun control bill, and would make current "disorderly conduct" statutes less favorable toward gun owners.  The bill sponsor, "representative" Paul Ray, recently shared his gun control sentiment with the Salt Lake Tribune.  To learn more, click here.

SB 120: Turning the State Forester into a Monarch (Alert 3/4/13): This bill vastly expands the virtually-unaccountable political power of one person, the state forester, granting him/her near-absolute reign to restrict gun owners as he/she wishes.  The games that can be played to selectively discriminate against gun owners are legion.  SB 120 passed the senate and awaits a final vote in the house.  To see our threat assessment and appropriate actions, click here.

Watered Down HB 76 S1 Moves on to Hostile Senate (Alert for 3/13): The original HB 76 "allowed" adults (21 or older) without concealed carry government "permits" to carry "loaded" firearms in public, to include vehicles and school and university grounds.  A weakened substitute bill, HB 76 S1, just passed the house.  Absent credible information against it, UT Gun Rights still supports HB 76 S1, which now faces a publicly-hostile senate monarch, Wayne Niederhauser.  To read our revised assessment and appropriate action items, click here.

Multiple Gun Control Bills Fly Through Both Houses! (Alerts for 2/27): House monarchess Rebecca Lockhart, senate monarch Wayne Niederhauser, and their willing legislative subjects are sending Utah gun owners a message: "You will remain silent at the back of the political bus while we do whatever we want to you."

Meanwhile, the only decent bill we are aware of, HB 76, "Constitutional Carry," languishes for want of a final vote on the house floor.  House monarchess Rebecca Lockhart's house majority leader, Brad Dee, pressed to have HB 76 "circled" (i.e. delayed and no doubt killed).  For more information, click here.

HB 287 S1: Hey, Let's Leave Gun Confiscation up to the Prosecutor! "Good Bill" HB 76 Finally Gets a House Hearing (Alert for 2/19): The house judiciary committee will consider HB 76 tomorrow, Feb. 20 (Wednesday), at 2 PM at the capitol.  HB 76 appears to provide those who carry concealed without a permit, and those who carry openly, the same exemptions from prosecution that the concealed carry permit currently provides except with regard to school zones.  To see our bill assessment, the committee meeting agenda, a map to the meeting, and other information, click here.

HB 321: Reaffirming Federal Gun Controls (Alert for 2/19/13): This bill re-enacts current state gun control restrictions against "short barreled" rifles and shotguns, further legitimizes federal gun control statutes, and provides another witness to the legislature's gun control agenda. HB 28 S1 Trespassing Loophole Exposed: University President To Assume the Powers of a Monarch (Alert for 2/15/13): Much diversionary discussion has occurred regarding the allowance for carrying a firearm in 76-8-703(1) to avoid criminal trespass.  While possibly well-intentioned, the gaping loophole for arbitrary abuse of gun owners and others on taxpayer-funded campuses has largely been ignored. HB 28 S1: Campus Gun Control Bill Heads for Final Senate Vote (Alert for 2/15/13): Gun control fast-tracking continues.  We told you a lot about the house monarchess, Rebecca Lockhart.  Now you're seeing the senate monarch, Wayne Niederhauser, demonstrate his equal commitment to gun control through the brutal authority he exercises.  Niederhauser is rapidly attacking your most fundamental rights; sadly and apparently bolstered with a cheerleading squad consisting of the National Rifle Association (NRA), Utah Shooting Sports Council (USSC), and GoUtah! among others.  We will endeavor to provide further analysis, but given the almost-maniacal pace of this bill, there may be little time to fully respond.  Tell senate monarch Wayne Niederhauser you are tired of him displaying his arrogant contempt for your fundamental rights.  To see our current threat assessment and Niederhauser's contact information, click here.

HB 114: Sending Citizens on a Useless Snipe Hunt (Alert for 2/11/13): Our analysis demonstrates that HB 114 is useless in protecting or advancing citizens' rights, and fails to provide the necessary funding, punishment, or prohibition against state officers who undermine your rights.  The incursions of the federal government are also allowed to continue unabated.  To see HB 114 under our new "Ugly Bills" heading, click here.

HB 121: Legalizing Theft of Firearms (Alert for 2/11/13): This bill legalizes theft by creating a not-so-voluntary program that empowers cohabitants to whimsically turn in other cohabitants' firearms to police for an unlimited period of time.  Other cohabitants may never find out that their firearms were turned in to police.  And anyone accused of having an "ownership interest" in an "illegal" firearm may essentially become an unwilling witness against himself in subsequent criminal prosecutions.  To see our threat, click here.

HB 28 S1: Public Campus Victim Disarmament Zones (Alert for 2/8/13): This is the latest scheme by government university bureaucrats and their gun control allies in the legislature to potentially ban ALL carrying of firearms by students, school employees, and the general public at taxpayer-funded universities.  The House Monarch-ess, Rebecca Lockhart, and her legislative minions have fast-tracked this bill to the house floor for an imminent, final vote.  To see our threat assessment, click here.

Multiple Gun Control Bills Flying Through the House (Alert for 2/7/13): Think the federal regime represents our only problem?  House Monarch-ess Rebecca Lockhart is again rushing her minions to pass multiple gun control bills before citizens can review a flurry of hastily-crafted amendments and substitutes.  HB 28 (Substitute 1), HB 27, and HB 50 are all on the rapid move again and are scheduled for a final house floor vote.  All of them remain gun control bills.  To read our threat assessments of all Bad Bills, click here.

HB 50: Gun Owner Victimization Act (Alert for 2/7/13): This bill would deprive a person of his/her firearms prior to receiving any substantive due process.  No criminal conviction by a jury of your peers is required.  One judge becomes a court dictator, and solely determines whether you can own, use, or possess any firearm.  To see our threat assessment of HB 50, click here.

HB 27: Labelling Gun Owners Terrorists for Refusing to Comply with Illegitimate Orders (Alert for 2/7/13): The proposed language, along with the new penalty, will simply become another tool for overzealous government prosecutors to beat down innocent defendants with numerous, overblown charges for the same accusation.  They know that defendants will be so terrified of the possibility of an astronomically-long prison sentence, they will more readily accept a plea bargain.  Enough of this nonsense.  To see our threat assessment , click here.

HB 28 S1: Penalties for Gun Owners, But NOT Bureaucrats (Alert for 2/7/13): In the limited time we have to react to this fast-tracked bill, here is one obvious problem and demeaning double-standard remaining: This bill specifically gives a penalty for CITIZENS who violate this new statute, but NO penalty is given to BUREAUCRATS and AGENTS who ignore the restriction and harass innocent gun owners.  Once again, gun owners are second-class citizens relegated at the back of the political bus.   To see our threat assesment of HB 28 S1, click here.

HB 114: A Step Forward or a Toothless Distraction? (Update for 2/6/13): The tone of HB 114 sounds great.  It appears from our first investigations, however, that every substantive requirement and means of effectively prosecuting, or defending, this bill has been purposely omitted. Two Highland City resolutions on the right to keep and bear arms will be considered TONIGHT (Tuesday, Feb. 5) at 7pm at the Highland City council chambers, at 5400 West Civic Center Drive, in Highland, Utah. Don't Be Fooled!  "Bad Bills" are Still a Threat! (Alert for 2/4/13): You've obviously had an impact.  The fast-tracked "Bad Bills" we reported on have been stalled in the house and senate.  HB 27, HB 28, and SB 120 have all been held or circled to delay their floor votes.  But that doesn't mean they are dead!  Legislators often use these tactics and wait for citizens to forget and go back to sleep.  The pressure needs to continue to kill these bills permanently.  To learn more, click here.

Why Aren't Good Bills Fast-Tracked? (Alert for 2/4/13): Why do legislators only seem to have time and energy to push horrible bills through?  Especially when they could be passing bills like House Bill 76?  This bill essentially eliminates the requirement to obtain a government "license" in order to carry a concealed weapon.  Several states (Alaska, Arizona, Vermont, Wyoming) have done this and others are attempting it.  Carrying your firearm concealed or openly is your right, NOT a bureaucrat-sanctioned privilege.  To learn more, click here.
